The Theory of Extremes states:

The closer to one extreme on the physical/power axis one reaches, the more powerful one becomes.

Explained:

A character with powers who most often enters melee combat will often disregard their powers. A character with powers who does not enter melee combat often will have wasted time developing skills for melee combat. The extremes are most experienced with their abilities and in turn most effective.

The exception is the truely central point, where power augments martial skills. This can be equally effective as the extremes, but is hard to do and thus rare.

Examples:

Wizzlim is powerful because he focuses on power to the exclusion of physical combat

Kokaku is powerful because he focuses on physical ability to the exclusion of powers.

Suteru is powerful because he blends physical and power together successfully.

Starfire is powerful because she could own all three of the above.

... Very true... But that is Starfire, who was made to defeat us all.

Don't forget about the most extreme, those that are just raw power like the gods, and entities like Seishin.
